right click on the screen. select properties. click on settings > advanced . change the DPI settings and see the changes. press apply, press ok.

Is this LCD (thin screen) or CRT (picture tube).
If this is a CRT it is probably a focus or high voltage problem. Try turning the brightness down otherwise a TV repair shop is your answer.
If this is an LCD turn down the brightness set the display resolution to the max the monitor supports as this is the only sharp clear setting all other settings are an approximation and are blurry on sharp lines such as text.

DR House is RIGHT on the nose. Consider buying a new Flat Panel monitor. Visit http://www.newegg.com and look for something that you can afford.
Staples has some nice ones too.
You see, a flat panel monitor will look great, take less space, use less energy and last much longer. It will be a great investment.

Do you have the option to Degauss the screen? If you have fans or other magnetic equipment near by it can affect the screen. Could just be that it has come to the end of its use able life.

If its a CRT screen or picture tube, the tube has gone gassy and you wont be able to fix it.

If it is a CRT type, then the tube has gone, time for a new monitor!
