Peter Pan and Captain Hook, Spongebob SquarePants and Patrick Star, A Harry Potter Character, A Narnia Character, Frodo and Sam (Lord of the Rings)....
There are loads, my cousin has to dress up soon and I was giving tips for him all weekend. His little brother is going as a viking from the 'speaking dragonese' book. Find a book your children like or use the internet, library or friends for inspiration. (Hope this helps and I hope they have fun.)

What about Tom Sawyer and Huckleberry Finn? Check out those books to see illustrations. They shouldn't be too hard.
or
What about two characters from the Harry Potter novels?
or
What about Pip as a child and the little boy he boxed from Great Expectations by Dickens?
What about the Walrus & the carpenter from the poem of that name in Alice in Wonderland. That'll stir your creative juices I think.
Good luck. What a good Mom you are!

how about getting another friend involved and going as the lion, the witch and the wardrobe!!
someone did this at my kids school last year and it was fantastic,
the wardrobe was just a couple of cardboard boxes
the lion costume was an old fancy dress thing they cobbled together,
the witch outfit was an adapted fairy costume as it's a snow witch
