It depends. How wet is the mud? what kind of dirt is it made of? What is the speed of the wheel?
Mud gets stuck on a wheel because its wet. When the wheel is turning, the centrifugal power causes the mud to separate. If the wheel is turning fast this will happen very soon after the mud got stuck. It the wheel is slow then the mud might not even separate.
