If you mean by dial up, Yes. Just make sure you have a Very Good Modem, and if Possible an "accelerator" which usually speeds up the slow dialup experience.
If you mean by Blackberry, or something similar, yes as well, although not as well as a laptop or something similar

If you are asking about a dial-up service, yes you can. There are many providers out there, AOL, NetZero, PeoplePC just to name a few.
