im in the middle of statrting up my own business i have got some pubs lined up, but want to get some contracts for cleaning offices and schools ect, ???

Schools are probably going to be reticent about taking a newly-formed business. With offices, you have to decide what is effective advertising. Do you have large tenanted office blocks or smaller, self-contained businesses. Large tenanted office blocks will probably have a cleaning contract with a larger, more established firm, but it would do no harm to find out.

Smaller businesses may well respond to direct advertising. Design a flyer accentuating what you can offer them. The cleaning business is very competitive - businesses want clean offices and they want it cheap because most businesses do not see the added value in a clean, well-presented office. How are they going to contact you? Is it worth acquiring a domain name and constructing a simple website? That way, they can contact you by email so they do not bother you when you are on the job.
