Here in the Philippines, the Tondo area of Manila is universally considered to be bad news. I've been there, and I'm afraid they're right.
There is also an interesting attitude among people in the Metro area to look down upon anyone from "The Province", which is to say, anywhere outside the Greater Manila area. It comes from the predictable snootiness of urban people, plus the uneven population distribution in the Philippines -- about 1/7 of the entire population lives in the Manila area.

I live in Paris city.
In the Paris suburb there are 7 "departements" ( actually the region of Paris, includind Paris city, has 8 departements )
The departement called 93, or Seine-Saint-Denis, is known to be poor, full of strangers ( arabs and africans), and dangerous.

I suppose these kinds of problems exist in every city of the world.
