Canada, with the CANDU reactors.
CANDU were sold to a few other countries as well (Korea, Romania, and China among others)

Canadian reactors are designed to use natural uranium, but as a consequence they need to use heavy water (deuterium) to prevent the intermediary from absorbing to many neutrons and slowing or stopping the nuclear reaction completely.
