75%+ cloudy, but not raining, sleeting, freezing, snowing....

Overcast skies refer to it being completely cloudy as far as you can see. Personally, I'd say it was overcast if more than three quarters of the sky was obscured by clouds.

Generally it means cloudy but not raining.
