No there isn't; an MP3 file has already been compressed and lost some bass.
MP3 is a compression format (makes files smaller), it sucks. A better compression format is Ogg Vorbis, you don't lose so much sound quality, but not all MP3 players support it.
Record all your music at CD quality or WAV (uncompressed). Only compress if you need the space on your player.
If you export an MP3 as a WAV it won't add bass to it as the info has already been lost.

There's software that says it boosts the bass but it doesn't do a better job than changing the graphic equaliser settings on your recording program or mp3 player.

Just convert everything to 128 kb. That should be sufficient. IF u want even smaller, 112 kb. Even smaller, convert to wma (windows media audio) at 80 kb but not all system can use wma file. RM type file is even smaller.

there are lots of free sofgtware to use.

There's not, everytime you make an mp3 smaller (compressing) it will decrease the sound quality quite a bit.

You can try downloading a program from the net called Winrar which compresses your files even more and it doesn't affect the sound quality of them.

If you're really concerned about quailty, stay away from MP3.
