I know that this is going to sound crazy but I read it in a book recently. It's Haemorrhoid cream - Anusol to be exact. I know, I know eek!
It's to do with the ointment reducing the swelling. I am quite vain and so went out and bought it. I must say, it does make your skin smooth. It's quite thick, so smear it on, and then after half hour or so wash it off. Or use a little bit and work it in without washing it off.

Genetics doesn't mean your sisters will share your same exhibited traits. So, the first response to this is it could simply be genetics and there is nothing you can do besides make-up or surgery as an extreme reaction.
There are other things you may want to look at:
1) Don't smoke
2) Don't stress =)
3) Get plenty of sleep
4) Drink plenty of fluids? Remember that alcohol, soda, coffee, etc... deplete your body of fluids.
5) Have a balanced diet
6) Exercise at least one hour five times per week

Firstly, water is a miricle worker for your eyes, skin and kidneys, so drink loads both hot and cold. Cut out caffeine. Try and give yourself a detox every so often by just eating raw fruit and veg for a day or two. Always remove your makeup with care and massage in a moisturising eye cream by tapping your finger lightly on the bags where the glands are...it'll act as drainage.
Also, go to a beauty salon which specialises in moisture eye masks and treatments - always allow yourself a treat like this, u'll benefit in the long run.

Try massaging around the eye area in circles with your ring finger, it helps tone the muscle underneath, when my mum has a facial you can see a significant difference after. Do it for about 5 min using an eye cream x hope this helps x

Cucumber slices or Cotton dipped in rose water helps to clear this dark circle. Make sure you protect your eyes from strong sun glare by using a good pair of sun glasses. Cold tea bags ,juice of potato also helps .More details and remedies at the link below.

u could fork out a few thousand for plastic surgery...
avoid too much alcohol, avoid stress, etc...
try to relax... get some long (i mean long) sleep...
or look http://www.google.com and search for bags under my eyes, should come across sites for people in the same hole as you..

i agree with deniz k - pile cream is great for bags. I've never tried it but supposedly it's great.
