LOOT ads paper or loot.com,
magazine classifieds (MOJO for your age group, or NME or Q or Record Collector),
the best is to find out where your nearest recording/rehearsal studios are and look on the noticeboards there (you can find ads for rehearsal studios, once again, in the magazine classifieds.)
Let your friends know, there is usually a friend of a friend of a friend looking!
Or.... start your own, and post ads in the places I just mentioned!

It depends what size town you live in. If it is a larger city or near a metro area, you can utilize the talent management services there or read the free local arts newspapers that are there...it is usually classified ads and event notices about the fine arts scene in the area. You usually find them in the touristy places, outside restaurants, hotel lobbies, and in gift shops...as well as next to the current events newspapers.

If you are in a smaller area, look in craigslist (online classifieds) for your area, or talk to the local club and bar owners where you want to play. They can give you leads. Once you find a musician in a band doing the kind of music you want to play, you have an in to meeting more, even if they don't need a drummer right now. Make a recording of some of your work, pass it around, as well as business cards. Another source for classifieds is the "shopper" newspapers, they are freebie publications that are full of local business ads, as well as ads for jobs, items for sale by individuals, lost and found, etc.

Other places to find band types? Coffee houses, music stores, instrument stores, colleges.
