Of course you can apply for a visit visa for a friend.
Your friend has to provide you with flight details and a photocopy of the first few pages of her passport, which should be valid for at least 6 months.
For the salary requirements please ask the Immigration Department in the Emirat you staying, because you does not mention it. Salary requirements for Dubai are Dhs 10.000 monthly income + a Dh 2.000 refundable deposit.The visit visa must be deposited at airport immigration one hour before the arrival of the flight. Cost of visa is Dh 100 plus Dh 10-20 delivering chares. Note, your friend's airline maybe requires an evidence (e.g. photocopy) before depature that a valid visa awaits her on arrival.
The rule for sponsering "bloodrelatives" mentioned in the answer above only takes place in case of applying for a residence visas.

No, you can not apply for a visit visa under your sponsorship for your friend. As per the UAE Immigration law you can only sponsor your parents, wife and children and blood relatives, if you meet the required salary criteria.

You can definitely submit your application, but as in all cases, it may or may not be approved. Best option would be to go through Emirates Airlines or some hotels. More expensive, but guaranteed visit visa.
