You need to find out where that burning smell is coming from.
First thing to do is to make sure it's the actual CPU, not the monitor that's burnt. Monitors, especially CRTs (as opposed to LCD monitors) tend to burn out in their old age. Have a smell of the vents at the back of the monitor to see if it's coming from there.
If it's definitely not the monitor, you still need to know where exactly in the CPU box the burning smell is coming from. It could be the motherboard, possibly the processor chip, or even the RAM, or just the power supply. Open the case and have a look and a sniff around inside. Take it in to a computer repair shop if you don't know what you're doing.
Depending on the cause of the burn, your data on the HDD may still be safe. There is however a chance that if the burn was caused by a surge (possibly from a lightning strike) that some data may be lost, or even the HDD itself may be damaged.

A burning smell is highly unlikely to be from a hard drive. As previously suggested, the likely culprit will be the power supply, in which case most of your data should be safe. Think about it, the data on the HD is magnetically stored, so doesn't usually disappear just because the computer itself stops. Take the whole thing into a repair shop & see what they say. If its really stuffed and not worth repairing (age usually means that this is true) just hoik out the HD and stick it into your new machine. Then you will have two HD's in the new one.

There's good chance its the power supply. As suggested, move the HD to another machine to get the data backed up. Power supplies run about $25 and up depending on model of pc
