Moscow is 1 hour ahead of Cairo, so when it is 2 p.m. in Cairo it is 3 p.m. in Moscow.

I sure hope you're doing well. :) As for your question, all locations lie in a time zone which has a time relative to that of Greenwich GMT, named after the city of the same name in England.

Cairo is in a time zone that is two hours ahead of Greenwich, meaning it is GMT + 2 hours.

Whereas Moscow is in a time zone that is three hours ahead of Greenwich, meaning it is GMT + 3 hours.

Therefore, Moscow is one hour ahead of Cairo!
