and I'd like to send him a text message but don't know what to write apart from happy birthday. Any good ideas?

Keep it simple. A nice "Happy Birthday" will do the job. You may also want to add that you can be available if he needs to talk or maybe you can take him to dinner tonight to help celebrate his birthday. A phone call may be better, but you may want to keep it brief depending what is on his mind.

"Phone me if you need to talk"
Or on the lighter side of things:
send him a good joke
"HAPPY BIRTHDAY BOSS!!!!"
"The office just isn't the same without you here. We can play around all day!"

Maybe just say happy birthday privately when you meet him. Electronics can be very impersonal sometimes, and this occasion requires a special human touch.

Don't do anything concerning his dead wife. It's his B'day and you can tell him Happy B'day. Let the other go for now. Trust me, he knows every one feels really bad for him!
