FDR would roll over in his grave. He may have talked to Russians during World WarII but he did not borrow money from them. He talked to Stalin but he did not trust him. FDR had no reason to borow from Communist. Borrowing from them could put the US in awkward position later. China may feel we were more willing to deal on some things.
