Crocodiles do have tongues, they just can't move them.

Many insects (such as mosquitos) do not have tongues.

Crocodiles, Alligators, Gharials: all have tongues, but it is so well glued to the bottom base of the mouth, that they cannot move it at will like us. Only movement that is permitted is the slight up and down motion, without getting off the base.

Since the senses of sight, smell and feel of the croc are well developed; and since it just swallows the bits that it could chew off the carcass or animal, it does not need to taste or move its tongue to enable chewing.

However, a croc has good maneuverability with its mouth. Check out a gharial after it catches fish with its slender snout, as to how he throws, catches, aligns the fish to make sure the head first goes into the throat. Great feat with just an immovable tongue.

(this is a common alligator deformity, but it's a good look at a young gator's tongue)

Anyway, their tongue is attached to the bottom of their mouth, so they can't stick it out. This is why you see alligators and crocs gaping....
