They also make sure that each side has equal time and they they do not run over said time....also that they keep on subject and do not revert to personal attacks against the other side...

As you say they introduce the subject to the audience, and they insure the debaters stay on the subject, they also insure that each debater gets equal time on the subject. They do not allow rudeness to creep in, nor bad language, in fact they moderate! Have a good day!

They keep the debate civil between both parties and make sure that they follow the rules of the debate
