Depends on the country. Africa is poor because of ethnic civil wars, and lack of the basic insturture for the people. Most poor countries have curroption, lack of property rights, lack of respect among different ethic groups.
I think developing countries vary by income, and standard of living more so than developed countries actually. Look at Chile, and Mexico both have 20% of the population have with living starndards similar to western nations, but also have populations that are destitude those countries resemble the Untied States in the 1920s.
Afganstan, or Ethopia still look like moderization has not touch them yet.

The countries that are in the middle income countries usually have the most problems moving to developed status because its upper class has clout similar to western countries that make reform harder to take on.
Then the Asain countries shot up like bottle rockets from a very poor base though fast economic growth probadly prevented a upper class elite from developing a game plan to give the elite the upper hand. Asian countries tend to be less democratic, and less respect given for the indiviual than say, America, Sweden, or even South Africa.
