A lack of their government's commitment to improving their own economic base and improving their populations welfare. Blaming it it on the US or any other nation is an excuse by the ill informed.

The US moving in and not teaching anyone how to run a goverment!

Some former ruler supposedly did alot of spending a long time ago and they haven't recovered from it yet.
