I suggest 'google scholar'. I was doing an article a few weeks ago on 'mental health' and that helped alot. The thing is though, I had to be patient and search numerous times because most of them only had abstract. I finally got a few with the whole articles, so be patient.
Also, I am assuming you are in school, so I suggest your school library, but I am not sure about your local library, but you could probably try that too.
Remember 'peer reviewed' journals are also called 'scientific journals'.

There is no one place that holds a peer review article. the best thing for you to do is to type in your TOPIC or TITLE of interest in GOOGLE or YAHOO search and skim through. Usually, the articles with pdf file attached are the best.

It depends what subject you are looking for, there are many different sites.
Try using google scholar to find better articles.
