I am from Philippines and Im planning to visit my friend ion Mexico, what are the requirements so I can visit the said ccountry?

Sadly that New York consulate has no info for a Philippine resident. I'd check with a Mexican consulate in the Philippines. Most countries require nothing special beyond the VISA issued on the plane

You do not need a visa for entering Mexico but you need a tourist visitors form called FM1. (Can be obtained a t Mexican embassy or consulate) This will be stamped when you enter and leave the country.
