It's caused by an overactive sympathetic nervous system. The sympathetic nervous system regulates things like the diameter of blood vessels in your face and anywhere else. With the right triggers, blood floods into those vessels, showing up as the blotches.
It's usually anxiety related, but it can happen because of other things, like reaction to temperature change.. etc.
If you are nervous/stressed about a presentation, that may make your skin want to react to it by blushing. It's your body's way of trying to maintain a good temperature.

It is called blushing, which is a peculiar human trait. It is an annoying telltale sign of anxiety especially when faced with a public speaking task. or social phobia. It can be an occupational detractor for a performer or actor or even a public speaking figure.
Cure=
One way to stop it is a procedure called Thoracoscopic sympathectomy, a surgical procedure.

Only when I am REALLY angry. I have turned it beet red once, but; that too all the anger in my system to radiate that much heat. Now it never gets that hot out of anger. I have iced myself to prevent that.
