i am an american citizen. is this possible? will i be taxed? what will the IRS think?

If it is part of an inheritance, it shouldn't be taxed, unless you are receiving over a million or it may be higher amount right now. I don't know about the property being in a different country. Here's the IRS FAQ site:

Yes you can. The money can come over but you must first pay a smuggler $10,000 and it must run over the border at night. Next, the money must stand on the street and try to get some carpenter job day in and day out with other laborers.

You have to declare it and upon declaration you will be asked to pay tax or be charge with money laundering.

no you can't. some has to be payed to the authorities at mexico and some to the us authorities (if there is no corruption on the way)
