I teach high school math in Texas. I had to get my degree in mathematics and then take two TExES tests (one in math, one in education theory) to get my teaching certification.
In order to renew my certification, which I have to do every five years, I have to have 100 hours of continuing education.
I also get evaluated several times each year by the principal and/or assistant principal. The evaluation covers classroom management, knowledge of the subject, communication with parents, compliance with school policies, etc.
I really don't think it is necessary to add a yearly test. I promise that anyone who got a degree in mathematics can remember how to work algebra problems. The only think they might have to do is look up a formula if they haven't used it in a while. Teachers of other subjects might have to remind themselves of details, like a history teacher might have to look up a date, but they should know their subject area pretty well if they majored in it at college.

To do a yearly standardized test would be expensive and would not weed out the bad teachers from the good teachers anyway. Before becoming a teacher, at least in Ca. students need to pass two standardized tests, the CBEST and the CSET...And then after that point you have to get Credentialed in whatever you want to teach. If you think about it, especially grades k-8 you would basically be teaching the same thing over and over each year with slight alteration in your lesson plan...High school and college you have a teachers that have studied that specific subject...I'm currently studying at a University to become a teacher. And trust me teachers aren't in it for the money, but to get their students to know what they are trying to teach....I don't think standardized tests would be the answer, but evaluations through observation to determine the effectiveness of the teacher...

All professional positions should be awarded based on IQ tests.
The problem with the general term 'testing' is who makes and grades those tests. Essay tests are often graded by the very same idiots that should be weeded out of education and society in general. But if they were strict linear algebra and logic problem multiple choice exams, then I cant see any harm.

The expense would be too great to do it every year, but every 5 would be okay. They should do DRs as well.
