How is the World Bank supporting India deal with the after-effects of the tsunami?

Tsunami, the most ever heard disaster had taken lakhs of people with it on December 26th, 2004. However, India is also a country which was effected by it. Moreover, Tamilnadu is the state which lost more people in our country in this disaster. India made a deal with World Bank to help the people affected by the Tsunami. It is pleasant that World Bank agreed to help India in this issue. World Bank gave amount in instalments and Indian govt. beared some amount. A good amount of money came as funds. But the story changed from this point. The half of the funds were misused by the concerned officials and a little amount reached to people. So the people are suffering now also. In this case, there is no mistake of World Bank. Corruption made them to do so.
