He is. According to VH1's Driven, Dave Matthews is biracial. His mother's black and his father's white. Genealogically, he's as black as Bob Marley (also born to a black mother and white father).
Until they left for the states when he was 2, his parents interracial marriage and the family's Quaker faith was against the South African status quo.

If his father is black then so is he. "Bi-racial" is a concept invented by Oprah Winfrey and is baseless.
If his mother is Jewish, then Jews consider him one of theirs. Again, no "bi-racial"
