A cut without deceleration is accomplished by:
planting the foot opposite of your intended direction -
dropping your opposite elbow to your hip
pointing the non-planted foot in the direction you intend to move.
it's very important to keep your shoulders over your knees.

While it is physically impossible to cut (change direction) without slowing down at least a little bit...we've all seen the players that seem to be able to do it with only a slight decrease (Ladanian Tomlinson, Barry Sanders, Walter Payton, etc.). While most of the this is just god given ability, it is possible to improve your ablity to cut while maintaining speed. The easiest way to do this is through simple cone drills.
ex. Set cones out in a zig-zag pattern about 5 yds apart for about 20 yds. Run them as fast as you can without slowing down from cone to cone. You won't be able to do it at full speed, so don't try.
Ideally you run them over and over trying to increase your speed each time until your ability to do so improves. Obviously it won't happen over night, but it will help. (Also, vary the pattern and distance of the cones from time to time....don't want to get good at just running a zig-zag)
And don't forget to lift...the stronger your lower body and core (abs and lower back), the better you'll be able to push through the changes in momentum.

depends on your definition of a "cut". I can run a route with cuts in it without slowing down unless I have to durastically change my direction. Anything at a slight angle you can make without slowing down. Any kind of sharp change in direction will slow you down.

Not only is it possible it's fun to do...for me it's using the foot I have on the ground when i'm in stride.If i'm going right I'll pivot
to the right and push off with my left foot.If i'm going left i'll pivot
to the left and push off with my right foot..it takes practice but
soon you can pull it off before anyone can stop you
