Are magnets still attracted to rust (Fe2O3 something) even though the iron part has been oxygenated?

Magnetism is a function of all the electrons in iron metal (and cobalt and nickel). If you take electrons off, in order to form a compound, the Fe3+ ions aren't magnetic any more.
