I always thought Ernest (and Vern) were scary. Ernest T PHD/THC is not scary. He is an original Y!A character. The other guy is a cheap knock-off.

Jim Varney, the guy who did the "Know what I mean, Vern" stuff, died a few years ago... The "Vern" thing is old schtick... and I've never heard of the Ernest person you bring up...
