a computers speed does not go down with age, however it slows with age because there is more info stored on it that it has to sort through. and programs, documents, files even websights you visit are saved to the computer and slow it down. Just turnning the computer on stores a new boot record.
Think of your computer as a desk that has papers in folders. each day you have more papers added. frgmenting helps as would putting those papers in the files they belong, but finding papers within the file becomes a task when there are more papers to go through within that same file, even if put in order.

Assuming the properties of materials within the computer's CPU change over time (as materials do) the CPU will get slower or faster. I would guess that "slower" is the predominant result, although computer makers could certainly make the reverse to be true, given the resources to do so. As far as I know, the speed of computers is limited by ampacity, or the ability of circuits to carry current. Ampacity is eventually degraded by heat (which is produced by carrying current) so those computers which run coolest will suffer the least in terms of performance over time. In the 80s and 90s, those would have been the RISC set, which has lately been powering mobile devices.
Beyond that, a computer's CPU may be hindered by contingency factors like available disk space, too many processes running, or abnormal operating conditions (too hot, too cold)... As for aging, i think the most common problem would be lacking free disk space for virtual memory / temp file type uses.

Typically the CPU does not get slower by age. However, heat will degrade the CPU. The colder you keep it, the longer it will last. As another poster mentioned a good heatsink and fan is the key to a long lasting CPU.

Pentium 4 and AthlonXP processors run a bit hot at around 50 degrees Celcius. Newer processors like the Athlon64 and Core 2 Duo run closer to 30 degrees. This decrease in temperature is intended to help them last longer while consuming less power. Cold makes a great conductor for electricity.

Not so much age, but more because of heat. Get a decent fan like a Zalman on your processor and some good heatsink compound like Arctic Silver 5 and you should be GTG.
