Is Sai From Naruto Really an ANBU?

because in the manga it seems like he is .... but i went to wikipedia.com and i was ready about naruto and it says that he was just a part of this thing called root that Danzo made, and never became an ANBU

danzo trained anbu, but he wanted to be a more militaristic country ,if i remember he wanted to be the fourth hokage but was also passe up. anyway he does still train members of anbu, so technically sai( or whatever his real name is) is anbu
