She couldn't do fashion (runway) modeling, but possibly print (magazines and catalogues). Sure, there's money to be made if you can get your foot in the door.

Well actually it depends on the type of modeling the girl is interested in. You listed the height but not the weight. Actually its the measurements that count and usually if you do not have a 32-22-34 body it is unlikely to do high fashion. If the girl is looking to be on America's Next Top Model, she does not stand a chance since the minimum height requirement is about 5'7". Most runway models about 5'10" and are size 2 or smaller.
If she has clear skin, facial symmetry, a fit body she may be able to do commericial work not high fashion though. Commericial work includes swimwear calendars or music videos/TV. She cannot have any apparently large or out of place features. Like a big nose or eyes too far apart. A model should not have any obvious scares or tatooes either because it costs money to airbrush these flaws out. Also even if a girl is pretty it does not make her model material, there is a certain look that is usually in and if the girl does not fit the look most likely she will not get work.
The thing with modeling is you must invest money first to get paid. To sign with an agency should not cost anything but to get professional pictures taken so that the agencies notice you will cost money. All professional or aspiring models have compcards to show different looks. The agencies and management teams have to see how well a potential model photographs.
Perhaps the girl should go to a photographer for a test shoot to see if she is model material at all. Being pretty has little to do with modeling--its a dog eat dog business. There are tons of pretty girls who do not get modeling jobs because their look is not what is in at the time. Trying a test shoot with a professional helps. This way she would not waste time. If modeling is like a dream the girl has, it would be best trying to save money for pictures to build her portfolio. Never spend more than $300 for pictures. You only pay more money once you have starting earning money as an actual model. Often models do not have to pay to do photo shoots, they are paid for by their representative agencies or management group. When I said DO NOT PAY more than $300: that does not include wardrobe, make-up artist/stylist or transportation.
Realistically, her height itself limits the jobs she would qualify for. Models are generally very young teens to early twenties. If the girl is over 25 she would be considered too old to try modeling although it does happen that is very rare. Whatever the case may be there are so many markets in the modeling industry and each has their own standards so you never know! The girl could try acting and then just have a professional headshot to market her. Another option is being a parts model, if someone has really nice hands, legs, eyes, fit body she can get into that.
Just a reminder, what regular people see as skinny is not skinny in the fashion world--they have drastic views of what is fit or skinny. Some models are somewhat ugly if you ask me...anyway hope that helps! Remember the girl has to invest money into getting professional pictures not anything else...if ever someone is making you pay for their services besides a photgrapher or a make up artist, etc.--it may be a scam!
You may be wonder how I know all this, its because my twin brother is an aspiring model (new model seeking work) and he has meant America Top Model contestants as well as worked with big professionals who colloborate with other models and celebrities. I have been approached (I'm 5'9") to appear in a couple of music videos but I declined because I didnt like the clothing choices. Of course there is no height requirement to do urban and even swimwear modeling but the standards are high for the body or fitness of the model. They may want a really voluptuous model and in some cases a slim girl with curves.

Like everyone else said, print yes, runway not unless you're like 5'9". The reason is because that's what size the designers all make their runway samples in, so you can't expect to model clothes that won't fit you.

you can be a petite model. or if your face and/or body is exotic you can model makeup or jewelery or accessories, not necessarily runway model.
