I think the only way you can make money at this is to write the program yourself. If you are not that good a programmer, then you will probably need to make a partnership with someone who can. But you will still need to be involved in thousands of decisions regarding exactly how the program should run. You will also need to be able to promote the site, and to promote advertising for it. Because you really can't charge a fee when so many others are free, unless you can add some very special service.
If I were to use a dating site, I'd want a double-blind system, where I could first see him as he really is, he could see me as I really am (generally only possible by videotape), before he even knows I am interested, and before I meet him live, I would also want the service to do some sort of background check, at least to the point of confirming what the guy says about himself.
Frankly, I think there's too many dating/mating sites already.
