Should I buy a primer, any clues as to how much it would all cost?

the toughest rust paint on the planet is Rust Seal by KBS Coatings and it does come in an offwhite. The system sampler kit for $16 is a best buy. It comes with a metal cleaner & metal prep along with the rust paint. You'll have enough paint to cover 12 sq. ft. with two coats. It dries rock hard and is self-leveling when you brush it on.

Proper preparation is key. You need to mechanically remove the rust, sanding is the usual method but another may work. Next use a good grade of metal primer, a spray can will give the smoothest coat. Then cover with a white spray paint. Be sure to read the manufacturer's instructions for application and safety for best results. When they say to use in a well ventilated area, take heed.

You can get excellent results by pretending it is an auto fender.
No fancy tools reqd.
If the rust is not too bad , Scotchbrite pad should do it.
Scuff the old paint with pad.
Use spray can auto sanding primer, then give it a light sanding w/ wet /dry sandpaper
Follow up with a thin coat of nitro paste putty to fill in any rust pitting ,small dents t& scratches.
Wet / dry sand again, touch up w/ putty if necessary to get it dead smooth..
Final prime coat & finish off w/ spraycan auto paint.
This is basic method used to refinish metal doors & office furniture by the "pros"
Cost about $15. & some time.
Good luck

Sure.

The first thing to do is sand all of the rust away. You need to get down to bright, shiny metal. If the metal is severly pock-marked, you may need to use a power tool (drill motor with a flap wheel or an angle grinder with a flap disk) to get it smooth.

Once the metal is rust-free, use a rust inhibitor (like Rustoleum) primer. Once the primer dries, sand it lightly with a fine grit (600 or finer) sandpaper, clean it well, then paint it.

Rustoleum spray paint should work. Determine the " square feet " total of the cabinet surface you need to paint. Home Depot or Walmart paint department clerk can answer any of your questions. You should remove as much rust as possible and make the surface smooth also. rrb
