I think 4S4TIS means "force fourties"

Hopefully it doesn't mean "force fourty ounce bottles of alcohol down then drive" (probably not)

I think it refers to the workforce in the 1940's. During that time women had to get out of the housewife roll and into the workforce because the men were overseas fighting in World War II. Teenagers (male and female) also had to step up and join the workforce while the men were fighting in the war.

This is actually an abbreviated way to say the Latin phrase "fors fortis" = 4s 4tis, which loosely translated means "luck, or chance or fortune." My bet is that the person owning this license plate is a classical scholar. Either that or a professional gambler.
