The green, cloudy water was from too much nutrients in the water. Those come from fish waste and from uneaten food. you are mostly likely making one of the biggest mistakes new aquarium keepers make and that is feeding too much. One feed him once a day and only what he can eat in about 3-4 minutes. Anything left over should be removed from the tank. Change at least 25% of the water in his tank every week to help keep it clean. If you have a really small tank or a bowl, you need to change all of the water every 3-4 days to prevent the problems you are seeing an to keep your fish healthy.

Now that you have him in clean water he should recover soon and be ok. Just turn off his light and let him rest over light and he should be fine in the morning.

There are some reasons why the water is so dirty. It could be because you're overfeeding your betta, and the nitrates from the excrements are building up and causing algae, the food is rotting, or there is too much lighting and causing a massive algae/bacteria explosion in your tank. Changing the water is a good idea, but changing it too often will probably cause more stress to your fish and kill it.

Does he have any white patches or dots on him? Torn fins? Red sores? This site has a lot of info and can help diagnose what's wrong with your betta. http://www.bettatalk.com/betta_diseases.htm

Hope it helps.

well first all you shouldnt over feed youre fish cause those fishes do die by feeding too much . i own a betta killer fish but i never over feed it . so you should just fedd the fish only in the morning and evening time for dinner . you should gave least 3 pieces fish food that it will make the fish feel fulled. well i would also call youre veterniary clinic and call them and set a appointment for youre pet fish to see if its really sick. but some fishes does lay under the water still alive . if it was folding on top of the tank it means it dead . but i would just call youre vetarinary right now .
