by the way they act,look,smell,who they speak to,and also what they have(flashy clothing and expensive cars with a low paying job OR NO JOB @ ALL)then it's obvious they're makin some quick bucks on the streets

Don't offer money, the might sue you for sexual harassment. instead, spark up a conversation, and wait for them to offer themselves. Just by looking at one, appearances can be deceiving.
