I've tried add/remove programs.That simply won't delete it. Every time I turn on PC, it's on the screen.

Your system is infected with Spyware. You can download Ad-Aware Personal Edition and Spybot Search and Destroy from www.download.com install them update the definition files and run a complete scan.
Your issues would be fixed.

It is possible it's spyware/trojan/malware.
After trying removal programs I like CCleaner, it has a good uninstall gets alot of things out or registry cleaner.

depending on what exactly it is ... an adware/spyware removal app may get it off ... if not try hijack-this ... that will do it ...just be careful about how u use it ...
