Commercial breaks in the UK independent TV system are controlled by an act of parliament. They are allowed between programmes, and during programmes.
For a typical 30 minute programme there will be a 2 minute CB at the start of the hour/half hour a two or three minute CB at about 15minutes into the programme and then a further two or three minute break at the end.
for one hour long programme there are typically two or three commecial breaks whose duration can not be longer than eight minutes.
Even here there are times when some important programmes do not have commercial breaks.
BBC one, two, three and four TV channels do not have commercial breaks they are funded by the licence fee and by BBC Enterprises.

As the guy said above but there must be different rules for sky tv normally a 45 min programme lasts 1 hour.

every 15 minuites there is a break on all channels except BBC ones which dont have them

length depends on the shows popularity from 30 seconds in the dead of nigth to 6 minuites in primetime but average is around 4-5 minuites

The Advertising Standards Agency permits 12 minutes of adverts per hour regardless of the length of the programme being shown.

They will investigate any breach of this and fine the channel

Coopers superb with that, watching the kind of commercial breaks put in, however the quarter-hour is cut up into the hour. except u hav channels like BBC with out classified ads :)
