First of all is your floor even. maybe you might have to buy a new seal for it. If that does not do you might have to silicone around the base of the toilet and make sure that the screws are tight on.

With no offense to any other answers I offer this.
I've remodeled more bathrooms than anything else, and in your case the answer is pretty simple,,,even cheap.
"SHIMS" offered in plastic or teflon. Loosen the floor bolts/nuts. Lift the seat/lid and lay a level on the bowl rim. Gently, at those points where you notice the NON Level, lay a shim on the floor, and tap with a hammer until the BUBBLE is centered in all 360 degree check points. Then GENTLY tighten the bolt/nut, recheck and try it, (Flush) if that's the more important issue. What might occur is that some shims stick out farther than the botton rim of the fixture, you can, adjust that by cutting appropriately. You CAN caulk after the fact for aesthetics.

As long as you have the toilet loosened, Pull it and add a new RING with a rubber vent flange, as well as new bolt down hardware. Check the condition of the floor or visible substrate, for water damage/decomposition.

first try to tighten bolts if this won,t fix the problem, try a new wax ring with horn and a thinner ring without horn on top of the first one, this works in most rocking problems.
