A new report says Welfare State Growing Despite Overhauls.
First, Bush blames the people on welfare themselves. "What many people on TANF need first is the confidence that they can succeed in the workplace and to develop the habits of work," said Wade Horn, the Bush administration's point man on welfare overhaul.
Horn noted that employment among poor single mothers was up and child poverty rates were down since the welfare changes in 1996, though the numbers have worsened since the start of the decade after Bush took office.

Why is the welfare caseload growing?

Do we blame ourselves for our low achievement or has the government failed us?
Have the business interests themselves failed us?
Have the skools failed us?
Is society breaking down completely?

All the above. There are those who will not help themselves and believe someone owes them. Then there are those who are trying and no one will help them a little. Then there is the group that says, "What's in it for me." and then add it with a touch of government and business and a society that is falling flat on it's face and what do you have, "NOTHING".

Welfare is a form of socialism; income redistribution.

It's based on the flawed logic that poor people are poor stay poor for factors beyond their control. That is BULL. When I was a child, I lived on a backporch, ate the expired food that grocery stores threw away and got clothes from the charity. I could fit all of my world belongings into a small droor.

Now, I'm rich. What happened? When I was old enough to, I got a job. Then hard work and perserverance. Now I have my own charity to help kids who were like me.

Moral of the story?

There are so many programs and "safety nets" in the U.S. for people who find themselves in hard times, or grow up in it (like me) that its insane to believe that poor people stay poor entirely for factors beyond their control.

We need programs that teach people how to work or get off drugs, not just give them money without consequences. That's insane!

Steve H, facts aren't really your strong point are they? The unemployment rate right now is the lower the average of any year under Clinton. Wake up.

The only Welfare State I've ever known of is New Orleans and always has been. Don't count people who are just coming into this country, including Mexicans because they are forcing themselves into the American system. YOU and I pay them to be here. The more people who come in and suck off the system, make the welfare rolls GROW.

This is not a government issue. When everyone is born everyone has an equal opportunity to succeed, no matter what your race or gender is. It's whether people have the determination and desire to work hard through their lives. I think it should be a sin to be homeless or to be on welfare because your too lazy to try and get a job and on top of that you try to blame the government? Why because the government doesn't want to give you their hard earned money so you can collect it every month and buy drugs or liquor. So don't try to bring the government into this if your on welfare it's your own fault and I feel you should be shipped to a 3rd world country so we don't have to spend our money on your lazy asses.

Schools fail when you spell it skool. Anyway it is funny how when the Democrats are in power we have more jobs and lower welfare. Under Clinton, for example, we had the highest rate of employed people in history and the lowest trade, and budget deficits in history. What are these things now? Bush has always been a failure, if not low achiever and so why would we expect any more now?

Don't blame the goverment, the responsiblity for our well being is our own. If the young people would stay in school and the single girls/women would stop having babies it would be start. And then everyone who can work should be no excuses. There are no excuses for people not to work unless they are truely disabled and they can get SSI. I work with girls who are on welfare and they lie thru their teeth to get all they can from it. They don't report they are living with guys, they refuse to take the insurance we offer even tho it's cheap and good, instead they keep their medical cards. It's not the goverment but the individuals.

Real simple............show me in the US Constitution where it's the responsibility of the United States government to provide welfare to citizens that can't afford to take care of themselves or the kids they created. Job training and job placement programs is one thing, but free money isn't helping our nation's poor. Its ENABLING them and encouraging more dependence on the government. And dependence is one step away from slavery!

come on now Mr. bush has done alot to alleviate the welfare crisis?? he has created numerous job opportunities in the us military, especially with the increasing casualty rate in iraq. everyone on the doe should be able to sign up and make some cash and see the world aka IRAQ!!!!!!!!!!!!!!
