Is there a check on congressional spending for operation? If you had to provide a credit rating for Congress what would it be? Why?

Congress costs over $3 billion a year, including insurance for members and their families, staff, etc.

Credit rating, about 153... they're debt continues to increase.

Congress taxes the people and spend whatever they want. Only the House has any real control of the budget strings. My credit rating for Congress is about -1000 because they always spend more than they receive. They produce nothing and force the people to pay for it. And that rating is for all the congresses in my 39 years.
