in a way, yes.
ed gein is considered the most infamous serial killer in the us.
3 movies have been inspired by his case:
-texas chainsaw massacre: wearing of faces as masks
-psycho: keeping his mothers body near him
-silence of the lambs: making body suits out of human skin.

The video cassette is based on a true incident. It's been promoted as being "based on a true incident."
The writer/ director was a native of Austin Texas.
Its said that he got the inspiration for the film when he spotted a display of chainsaws while in the hardware section of a crowded store. But when i first saw it back in the 70's? At the end of the movie it said this was based on a true events.
Good luck with answers.

No. The "actual events" that the movie claims involved a man in Wisconsin who killed two women and made a mask out of their flesh. He didn't use a chainsaw, and obviously, it wasn't in Texas....up to you to decide if two people consitutes a massacre.
