To the first, absolutely. Ed Reed is listed as 5'11" and is one of the best safeties in the NFL.

As for a LB under 200 pounds? Doubtful. LBs need to be able to solo tackle 230-plus pound ball carriers, and they need to be able to engage and beat heavy linemen on run downs. A 200 pound NFL defender needs to be lined up at safety or CB.

Yes a person under 6 feet can be a safety for example Bob Sanders he's like 5'9 and he's a damn good safety and No a Linebacker can't possibly be under 200 pounds they would get destroyed.

Yes Sir! on both accounts, Let's 1st look aook at the shortest But
one of the top 3 or 4 safeties, Mr. Bob Sanders, He's only what 5'7 to 5'9. Linebackers under 200 lbs that's hard to imagine one having a strong impact unless he had amazing strength & speed
and he was used in blitz packages more than run D.

yea a good safety not a good lineback well you could be a good linebacker but you wouldn't be an ideal linebacker in the NFL they would change your postion to safety or corner any way

Yes but I think it is becoming a moot point because if you don't fit a certain profile or body type or do well on a standerdized test theNFL will not even look at you ! If you want to see someone who was great but diminutive look up Wash. Redskins DB Pat Fisher!

As long as you VERY quick, you can be a good safety. Usually it helps to have a little extra weight to be LB just because you pack a little bigger punch. Although, if you're quick and can hit hard you could probably play OLB.
