i often find it inappropriate, esp when a waiter does this. i noticed old ladies do it too.

People who wink have usually thought of something mildly devious and convey this with a wink. It is especially inappropriate if the people are not familiar with each other or are strangers. Men may give women a wink or half-wink to show interest and this is inappropriate when a simple smile will do.

It is usually harmless if the people are friends or know each other well. Usually as a sign to express harmlessness when something was said that may be perceived in a harmful manner. It's a visual conveyed to mean,"I'm only joking" so don't be offended.

It's usually Ok with close contacts and considered rude when displayed among strangers.

There is a rule but no law against blinking eyes one at a time to lubricate them.
It's a necessity if one must keep looking at something without a pause at times.
But a wink? Very un-cool. Trouble is - winks and blinks are same.
I'm guilty of blinking my eyes separately. So sue me.

could be several reasons. Could be nervousness, flirting or trying to make others feel comfortable. I hate it when bush winks at the white house press or when he's making the inauguration speeches! He looks so gay and retarded!

maybe they want you to feel comfortable around them, or they thought they said something funny...and they are kind of letting you in on it...
