USB ports are usually hard to replace since most are integrated into the motherboard. However, take a look at the port, see if it's attached to a PCI card or to the actual motherboard itself. If it's on the motherboard, than there's nothing you can do for it (as far as I know). However, if it's attacked to a PCI card then all you would have to do is replace the card.
Also, how many ports do you have. If you have one good port than you can buy a USB hub and that'll provide a quick fix for you.

I'm beginning to sound like a broken record here.
Need more info.
Is this a PC or a laptop?
If its a PC:
Is this USB port on the back or front. If in the back, is it in a PCI
slot or in the upper left hand corner.
If it is in a PCI slot or in the front of the computer its not a problem
to fix.
If it is the upper left hand corner, it's part of the mother board and
a bear to replace, but it can be done.

They're generally pretty easy; the simplest way is often to get a USB hub and plug it into a WORKING port. This is sort of like an extension cord on an electrical plug - it provides the same input and output (a "bus") to all of the ports. You can usually buy a simple hub for $15 or so; they go up from there, depending on other features that may be added.

you can buy a usb pci card from any computer supplier, then unplug the computer from the power open the case making sure you are grounded properly then just slot it in place tighten the screw close your box and it will look for the drivers, just follow the instructions and you can't go wrong.

Another option if you have a PCMCIA slot on that laptop, buy a PCMCIA usb card. I have a card in my PCMCIA slot that has both USB and firewire. All kinds of configurations for that slot, USB, firewire, ethernet, even RAM and Hard drive.
