The original (Golden Age) Flash, Jay Garrick, got his speed by accidentally inhaling fumes from’heavy water’.

The Silver Age Flash (Barry Allen) got his speed by being struck by lightning and doused in chemicals at the same time.

Kid Flash (Wally West) who, since the death of Barry Allen at the time of Crisis on Infinite Earths, is now The Flash, had a duplicate of Barry’s accident.

Subsequent Flash’s (Bart Allen, Impulse, later Kid Flash) developed super speed as a part of their maturing process; they had something called a ‘metagene’ which enabled them to develop that particular super power. It was a mutation, but unlike mutations as Marvel pictures them, it breeds true, so that the Allen and West bloodlines have many speedsters in them.

The speed metagene is apparently necessary to tap into the Speed Force, which enables a hero to run beyond sonic speed and achieve relativistic effects. (Wikipedia has a fairly good article on the Speed Force.)

Some other Flash’s, especially distant descendants and villains have had to scientifically amplify and copy the speed vibrations of another Flash, in order to gain their speed power. Some other DC speedsters knew a scientific formula (which was apparently a portion of the Speed Force equation) which, when they pronounced it like a magic word, enabled them to travel at speed.

I recommend the site Hyperborea.org; it has a link to Those Who Ride the Lightning. It details and analyzes every single Flash that has ever appeared in DC. What’s more, it even covers Marvel’s Quicksilver (although not Super Sabre). It is a treasure trove of information on the Flash’s and I recommend it highly.

The original Flash, Barry Allen, and the second Flash, formerly Kid Flash, Wally West, got their powers in the same way, by a chemical accident that involved lightning. I don't know how the current Flash, Bart Allen, got his.

which Flash? The golden age Flash got his by inhaling hard water vapors. Barry Allen, and Wally West got theirs by being splashed by chemicals & struck(energized) by lightning. Bart inherited his he's from the future. But they all have something to do with the speed force.
