Hitler tried several occupations after WWI to help support himself while planning revolution. One was as a paper hanger. Hanging wall paper. The other as a painter of postcards.

There was an American cartoon of that name (1920) which featured a Pig, two Dogs and a Rooster who go to Mrs, Cat's home to hang up wall paper. Whilst there Mrs. Cat's Kittens wreck the job and the "PAPER HANGERS" are blamed.
In old American parlance a "Paper Hanger" was a person who made promises that They could not keep. Like not going to war.

Hitler had painted, though not very successfully. In villifying him, the rumor was started that he wasn't painting art but houses, and it was only a small leap from that to saying he didn't even paint houses but hung wallpaper. It's somewhat reminiscent of what passes for political discourse now.

A term invented by the Brits to ridicule Adolph Hitler. Same thing with labeling him as Adolph Schickelgruber. The latter was the name of his step father. Hitler was bad and evil enough that nothing needed to be added such as these inventions.

Essentially the German Leadership were paper pushes and condemned people with paper.... so you could say they were "papaer hangers" of those they killed
