Do you think that the USA should first destroy it's own WMD before asking other to refrain from producing them?

Might not be a bad idea. We don't make a real favorable impression by behaving like the pot that called the kettle black.

No. The United States has a functional command and control system in place. The President can only use nukes in a retaliatory strike. We need our nukes to keep rogue nations and dictators from using thiers. Peace through superior firepower.

Mutually assured destruction has served its purpose well in keeping the world in check. Would you rather have countries armed to the teeth but too afraid to use them without extraordinary cause, or have a nation armed with only one willing to use it at the drop of a hat?

Nope. We've had nukes for over 50 years and only dropped 2 of them outside of testing. I'd say our track record of responsibility is pretty good.

Lol, track record of responsibility?! We are the only nation to have ever used a nuke against someone else, and we used two. thousands of innocent men women and children killed, hundreds of thousands doomed to slow radiation death. Yeah, we did real good there.
